What is PIA Civils Training?
Through Physical Infrastructure Access (PIA), Communication Providers (CPs) such as phone and internet companies can share access to the Openreach telecommunications infrastructure, including ducts and poles.
PIA civils training enables delegates to learn the necessary civil engineering techniques for fibre network installations on the Openreach infrastructure. Whether they are working on overground poles or underground ducts, candidates will know how to carry out installations competently and safely by the end of the training.

Whether they are working on overground poles or underground ducts, candidates will know how to carry out installations competently and safely by the end of the training.
Available Courses
- Develop the delegate’s knowledge of engineering techniques used to deploy cable and sub-duct up to a maximum diameter of 25mm within the Openreach Underground Infrastructure.
- Develop the delegate’s knowledge of the agreed network quality standards associated with PIA and CP cable deployment.
- Assess the delegate’s knowledge through a questionnaire on sub duct/cable installation in the Openreach Underground Infrastructure and the completion of a ‘live’ installation job to the correct quality standard.
- Develop the delegate’s knowledge of the Openreach Overhead Infrastructure.
- Equip the delegate with the necessary skills to undertake a safe PIA Pole Survey.
- Assess the delegate’s knowledge by demonstrating the competency required to complete an effective survey.
- Develop the delegate’s knowledge of the Openreach Underground Infrastructure.
- Equip the delegate with the necessary skills to undertake a safe PIA Duct Survey.
- Assess the delegate’s knowledge by demonstrating the competency required to complete an effective survey.
- Assess the delegate’s knowledge and ability to increase space in the upper pole envelope by moving the top bass step downwards in line with the current PIA terms and conditions.
- Assess the delegates’ knowledge and ability to understand the new upper envelope of space and its measurement.
- Develop the delegate’s knowledge of engineering techniques used to deploy drop cable up to a maximum diameter of 7mm within the Openreach Overhead Infrastructure.
- Develop the delegate’s knowledge of the agreed network quality standards associated with PIA and CP cable deployment.
- Assess the delegate’s knowledge through a questionnaire on cable installation in the Openreach Overhead Infrastructure and the completion of a CP overhead cable installation in line with current PIA terms and conditions.

FAQs
How much do the courses cost?
The costs for our PIA civils training courses vary from around £100-£420. If you are making a group booking, we may be able to offer discounts – get in touch for more information.
Can courses be delivered on-site?
Our PIA civils courses are not available for on-site delivery.
When do the courses run?
The PIA civils training courses currently run around twice a month, every month. Visit the ATS Group website for more details.
How long do the courses last?
While PIA S5-S7 are taught over two days, PIA S8 Overhead Install is taught over three, and PIA S9 Pole Stepping on Congested Poles is a one-day course.
Do I need any prior qualifications?
Yes, for Overhead PIA courses (S5, S8 & S9), you will need to have completed and hold the Smart Awards SA001 Overhead Safety certificate. For Underground PIA courses (S6 & S7), you will need to have completed and hold the SA002 Underground Safety certificate. All require NRSWA Street Works Qualification Unit 01.
How long is the qualification valid for?
The PIA accreditation lasts for three years.
